Why do some letters look bolder than the rest?
Seven are older, separate characters: C at U+2102, H at U+210D, N at U+2115, P at U+2119, Q at U+211A, R at U+211D and Z at U+2124. They were encoded as maths symbols first and reused here.
What do these letters actually mean in maths?
They name number sets. N is the natural numbers, Z the integers, Q the rationals, R the reals and C the complex numbers. Using them decoratively can read oddly to anyone with a maths background.
Is this the same as blackboard bold?
Yes. The style comes from the habit of writing bold symbols on a blackboard by doubling the stroke, since chalk cannot easily be made bolder.
